Canada is preparing to launch a new temporary-resident to permanent-resident (TR to PR) pathway. For thousands of temporary workers, students, and other residents already living in Canada, this program could open a major opportunity to secure permanent residency. The Immigration, Refugees, and Citizenship Canada (IRCC) has announced changes to the list of countries whose nationals must complete an Immigration Medical Exam (IME) when applying for temporary residence in Canada. These changes, taking effect November 3, 2025, add four countries and remove six from the list. Applicants from the newly added regions must now undergo an IME, while those from the removed countries will no longer face that requirement. What’s Changing and When:Starting November 3.

The Canadian federal government is expected to unveil the number of permanent and temporary residents that Canada intends to admit by 2026.  Immigration, Refugees, and Citizenship Canada (IRCC) will publish the 2026-2028 Immigration Levels Plan by November 1, 2025.Each year's Levels Plan includes admissions targets for the coming year, as well as notional targets for the next two years. Previous government announcements have provided some hints of what to expect from the future Plan.
