The Government of Canada has introduced a francophone mobility program under international mobility program to promote francophone immigration in Canada. Foreign nationals who are qualified and offered skilled jobs under NOC (0, A, or B) may qualify under this program. Francophones can apply for a work permit without requiring an LMIA by demonstrating their french language skills.

General Criteria

The prospective employer in Canada is required to submit an offer of employment via the employer portal and pay the mandatory employer compliance fee.

Key factors to qualify under this program:


  1. The job offer must be for a location other than/outside Quebec

  2. The foreign worker must be qualified to work in NOC (0, A, or B)

  3. The foreign worker must demonstrate an advanced, intermediate, or higher level in french (CLB level 7 or higher) 

  4. Test d’Evaluation de Français (TEF) or Test de connaissance du français (TCF) are acceptable tests
